強める (つよめる) is an ichidan (る-verb). Drop る and add ます, た, ない, etc. It’s transitive — you act on something: 対策を強める “strengthen measures”.

強まる (つよまる) is a godan (う-verb). The final る changes: 強まります, 強まった, 強まって, etc. It’s intransitive — the subject itself strengthens: 風が強まる “the wind grows stronger”.
