上げる (あげる) is an ichidan (る-verb). Drop る and add ます, た, て, ない. It’s transitive — you cause something to go up: 速さを上げる “raise the speed.”

上がる (あがる) is a godan (う-verb). The る changes: 上がります, 上がった, 上がって, 上がらない. It’s intransitive — something rises on its own: 物価が上がる “prices go up.”
