On the left, the radical 馬 shows a horse. In older times, horses were tied and kept in one spot when riders stopped to rest. The right side gives the sound チュウ and adds the idea of remaining in place. Put together, 駐 expresses bringing a moving thing to a stop and leaving it there — like a horse at a post, or a car in a parking space.
